Hhhmm...since she is your character creation, I don't want to influence this is anyway, but since you asked (heh), it's one of those things with where you see the relationship with Chris going...
If she really sort of is a strange incarnation of Bianca, that it might fit to make her magical...
If you want to give Chris/Heather some obstacles in the form of magic/non-magic, normal/magic-filled life, then it might work to not have her be magical, or keep it a secret for awhile on both ends - him trying to hide it - while you delve more into her character.
